From a Department of Social Services employee: Since beginning employment in 1990, I have compiled a list of hotels which allow direct billing, thus saving the State of Missouri countless dollars in sales tax. Having worked in DOR/Sales Tax, I knew and confirmed that bills paid for with the State of Missouri monies were exempt from sales tax - whereas, monies paid privately by an employee and then put on an expense report were subject to sales taxes. There is no implementation cost except for time to set up direct bill accounts, which I usually do from a faxed letter. This will help constituents by leaving more money in our general revenue for client related expenditures. If other state agencies are not taking advantage of this idea, it may save them a great deal of money.
